Imperator, the Pax Draconis Empire supplement, will provide all of the information necessary to run campaigns involving the Draconian Empire, whether the characters are working for the government or contending against the forces of law.

- Chapter 1: The Imperator
- Imperator was used by the Romans for several meanings. It could apply to any leader, but more often to military commanders and most often to the Emperor himself. Approx. 10 pages.
- Chapter 2: Police Forces
- While police aren't uniform throughout the Empire, this section gives general information on major roles, unit types, personnel and their training, ranks and pay. Approx. 25 pages.
- Chapter 3: Civil Defense Forces
- The CDF plays the role of both Coast Guard and National Guard. Like the Empire, they aren't uniform, but general information is given. Players will particularly apprciate details on customs procedures. Approx. 25 pages.
- Chapter 4: Draconian Empire Intelligence Department
- The three branches of the DEI cover everything from military intelligence (DEIMI) to civil law enforcement and investigation (DEICI) to internal security and counterterrorism (DEIIS). Ranks, pay, procedures, organizational structure and unit types are discussed. Approx. 20 pages.
- Chapter 5: The Imperial Military
- The Imperial Military receives the most thorough treatment, partly because it forms the template fthat other organizations emulate. The entire armada is detailed from the largest fleet formations to a dozen of the most common unit types. Ranks, pay, promotion schemes and more are discussed - even the life of an average soldier. Approx. 60 pages.
- Chapter 6: Equipment
- Everything from rubber bullets and flashbang grenades to spy equipment and forensic gear to nukes and EMP weapons gets coverage. Players will drool over this stuff no matter who they work for. Approx. 40 pages.
- Chapter 7: Player Characters
- This chapter puts it all together. The Military Career Area is introduced, along with its specialized skills. Advice is given to players and GMs on how to plan up a military (or police) campaign, from creating characters appropriate to the unit, to setting the scale. Approx. 30 pages.
